Emancipation Proclamation The Emancipation Proclamation was given by President Abraham Lincoln on January 1, 1863 during the Civil War. He stated in the proclamation that all of the slaves were set free including the ones in the rebelling states. As the Union swept through the country they would free slaves with out giving the owners any form of compensation. This proclamtion completely changed the war to a war against slavery which helped the Union to gain support from some European countries that were against slavery. The 13th Amendment adopted on December 6, 1865 and officially outlawed slavery except for punishment. Later the 14th Amendment which adopted on July 9, 1868 overruled Dred ScottVs. Sanford and allowed slaves to be citizens with equal rights. Then the 15th Amendment was finally adopted which allowed African Americans have the ability to go to the polls and vote.
